Does he mean veins that are just visible through the skin, or veins that are actually sticking out?

My veins are super visible because I'm so pale. They're nowhere near the surface, but you can see them anyway--on my arms, neck, face, even the palms of my hands. It's pretty gross, actually. And they still have trouble drawing blood from me!
